Knowing what to do and who can help is critical because when faced with possible foreclosure – every minute counts. To provide homeowners with a source of help they can rely on and trust, the City of Chicago created HOPI, the Homeownership Preservation Initiative in partnership with Neighborhood Housing Services of Chicago and lenders. Foreclosures have a devastating impact on homeowners and communities. Boarded up homes are a blight on a neighborhood and lead to crime and other troubles. The City and its partners formed HOPI to help homeowners and make sure our neighborhoods stay strong and safe. HOPI offers free counseling to help you work with your lender to save your home. The credit counselors provided through HOPI help you to better understand your situation and what pathways are open to you. Often, they’ll help you negotiate with a lender to restructure your payments in a way that is affordable. And once you’re out of danger, there are workshops available on financial management and how to better budget your hard-earned money to avoid future problems. Best of all, a HOPI counselor is just a phone call away. The City of Chicago – Opening the Door to Affordable Living Department of Housing Program Makes Buying a Condo More Affordable If you are looking to purchase a new condo in Chicago, market rate prices may seem to put that condo beyond your reach. But thanks to a unique partnership between the City of Chicago and real estate developers, affordable condos in market rate developments across Chicago are making homeownership possible for residents of every age, income and background. Now in its fourth year, the Chicago Partnership for Affordable Neighborhoods (CPAN) has helped create affordable homeownership opportunities for hundreds of Chicagoans. Under CPAN, a percentage of the units in new developments are priced below market rate units, making buying a new home possible for more Chicagoans. Additionally, through CPAN, buyers can also receive tens of thousands of dollars in purchase price assistance to help reduce the purchase price even more. And to maintain long-term affordability, the majority of the CPAN units will become part of the Chicago Community Land Trust. How do buyers know they are eligible for a CPAN unit? To qualify, a single buyer must have an annual income of less than $52,800 and for a couple less than $60,300. Additionally, prospective CPAN buyers must complete pre-purchase counseling to assist in understanding all the ins and outs of homebuying and mortgages. Currently available CPAN units are listed on the Department of Housing’s website at www.cityofchicago.org/housing. The list is regularly updated as new units become available. The success of CPAN is spreading. More than 500 new affordable housing units were created. More and more developers are participating in the program, meaning that more affordable housing is being developed throughout the City. The result: Chicago communities are stronger and homeownership has become a reality for more people. The Cavalcade is a free, one-day series of tours of hundreds of for-sale homes, townhomes and condos at more than 40 developments, where City of Chicago investments have made some or all of the units more affordable to buyers, in 23 neighborhoods across the city. Guests guided themselves or took a guided bus tour along one of five tours – of the North, Mid-South, Near West, Southeast and Far South Side. All tours departed from the University of Illinois at Chicago campus where guidebooks were distributed. City officials and a variety of lenders were present both at the University and at various sites to apprise buyers of the many affordable mortgage products available to them, particularly the City’s TaxSmart and City Mortgage products and the special incentives for teachers, firefighters and police personnel. ”One of the primary goals of my administration is to keep Chicago’s neighborhoods affordable for people of every age, income and background,” Mayor Daley said. “I want to help more of our residents realize the American dream of raising their families in a home of their own.” Daley added: “I congratulate every potential homebuyer who took advantage of this opportunity to see, in just a few hours, the many fine homes available to working families in our city.” Daley noted that the City has invested more than $3 billion in local, state and federal funds since 1989 to build, improve and maintain more than 125,000 units of affordable housing, and expects to add another 48,000 units to that total by the end of 2008 through its current five-year housing plan. Following the tour, hundreds of guests sought out the Department of Housing partner lenders on site at the event to sign up to pre-qualify for a loan. Many hundreds more expressed interested in purchasing a home at one of the 40 development sites on the tour. For those people who missed the tour, they are encouraged to go on the Cavalcade’s website, which will be up for a year, to search for homes. The website, www.cavalcadeofhomeschicago.org, also contains developer contact information so they can set up appointments to view the properties on their own. Daley announced today. “Attractive, well-constructed, affordable homes like those on this block are available in neighborhoods across the city,” Daley said at a news conference near a condominium development at 6604 S. Kimbark Ave. that was built through the City Lots for City Living program, which offers free land to developers of affordable housing. “We want to make more people aware of the many affordable housing opportunities in Chicago.” At the Cavalcade of Homes, prospective homeowners will take free bus tours and self-guided driving tours of 36 affordable developments in 24 neighborhoods. The housing, which includes single-family homes, condos and town houses, was built with the help of City housing programs, which provide financial incentives to developers and buyers. Developers and City-approved lenders will be available at the housing sites and at the Cavalcade of Homes headquarters at the University of Illinois at Chicago Student Center East, 750 S. The City of Chicago hopes to change that for first-time homebuyers by offering City Mortgage, a home mortgage program that provides borrowers with the money needed to cover down payments and closing costs. City Mortgage provides eligible buyers with competitive 30-year, fixed-rate mortgages for single family homes and one-to-four unit owner-occupied apartment buildings. What makes City Mortgage perfect for first-time buyers is the grant of up to 4% of the total loan amount to cover down payment and closing costs. First introduced in 1996, City Mortgage gained immediate popularity and was used by more than 4,000 homeowners. The new round of City Mortgage funding was by approved by the City Council in March with $100 million being made available through participating lenders and city-backed mortgage revenue bonds. “Our goal is to help more people move into homeownership and City Mortgage helps make that possible,” explained John G. Markowski, Commissioner of the Department of Housing. “As Mayor Richard M. Daley always emphasizes, homeownership is critical to maintaining stable, healthy neighborhoods. We’re committed to using every resource we can to ensure that the dream of a homeownership of their own becomes a reality for the hard-working families of Chicago.” Like all City housing programs, City Mortgage has specific eligibility guidelines for income and purchase prices. Income limits in many areas of the city range from $60,000 per year for a single person to $80,000 for a family of three or more but in target areas, the limits are higher, ranging from $72,000 to $105,000 per year. Likewise, purchase prices in many areas range from $325,000 for a new or rehabbed home to $514,000 for a four flat, while in targeted areas, purchase prices range from $398,000 to $628,000. For more information about City Mortgage and how to apply, please call 311 or visit www.cityofchicago.org/housing. ### CHICAGO LAUNCHES “Tax Smart” Program offers thousands of fed income tax savings For Home Purchase and Rehab CHICAGO (May 12, 2005) – Those who want to buy or rehab a home or a small apartment building in Chicago will now be able to save thousands of dollars on their federal income taxes as well. On Wednesday the City voted to make more than $100 million in ‘federal tax credits’ available to qualified owners through TaxSmart, a program that allows home buyers and rehabbers to lower their income taxes by making their mortgage or rehab loan a TaxSmart loan. With TaxSmart, Chicagoans who buy or rehab a home not only receive a standard deduction on their federal income taxes, but are also be eligible for a tax ‘credit’, -- an amount actually subtracted from the amount they owe the federal government, after all calculations are made and a bottom line tax bill is arrived at. Those who buy a home with TaxSmart are eligible for a credit equal to 20% of their yearly mortgage interest paid; for those who use TaxSmart for rehab, the credit equals 50% of the yearly interest paid on the loan – up to $2,000 a year, each year for the life of the loan. Unlike other mortgage or home loan programs, TaxSmart is non-proprietary and can be used with any mortgage, home equity or home loan product. Those who wish to use the product simply shop for the best mortgage or home loan products at any lender who is participating in the program and work with the lender to ascertain whether they meet income and home purchase guidelines and whether TaxSmart will be of benefit to them. Once the loan is closed, owners are provided with a “mortgage credit certificate” which is to be copied and turned in with their federal income tax filing each year that they are claiming the credit. Eligibility guidelines are generous with income limits ranging from $72,000 for a single individual to $105,000 for a household of 3 or more persons. Similarly, home price eligibility limits range from $325,000 for a single family residence to $628,000 for a four unit building in a targeted area. In addition, the home purchase tax credit is available only to those who are buying their first home or who have not bought a home within the past three years. Rehab tax credits have no such restrictions.
